And to do that, the editor-in-chief (gamemaster) needs to keep the writers (players) on task. You're not really trying to role-play a hero so much as you're role-playing a group of writers for a comic book, role-playing as heroes in a brainstorming session to create an exciting comic book story. But in this system, that's kind of the point. Occasionally you'll have a group that can stay on task, but those seem to be the exception and not the norm. Anyone with gamemaster experience knows how that will go a lot of floundering around and putzing about until a bad guy is thrown in front of them, and then they punch the bad guy until it doesn't get up again, and they steal the bad guy's stuff. While you certainly could just give the players free reign to determine their objectives and their approach, it leads to long, drawn out sessions where the progress of the game is entirely in the hands of the players. Silver age comic books are short, sweet, and to the point. It's not "a day in the life of a superhero". Sentinels RPG is a comic book role-playing game, intended to tell a fun comic book story.
